Another way to deal with large, secure payments is for the system to force users to confirm payments by email. For example, when a large payment is pending, the system sends a notification by email and perform the payment only after the user clicks on the confirmation link (which contains a temporary password, for that payment only). This could be even more secure if there are two email accounts (preferably with different domain names) involved, and asking for two confirmations. This way, there is no need to set a delay, and the payment can be performed in minutes. For more security (and no delays involved), changing some user options should be performed only after a confirmation from such a notification email. For example: changing the password, changing the minimum amount of money from which confirmations are required, changing the email address (here, the notification email has to be sent to the old address).
