If that is the case it's more likely some kind of incompatibility between the 
switch and the PHY of the NIC.

I'm not sure I understand - you can tell both:

1. If flow control is enabled:
#ethtool -a ethX -> will show the current settings for the port
#ethtool -S ethX -> will tell you if you are sending or receiving pause frames 
(depends on traffic)
#dmesg -> will show the state of the FC registers on the NIC when the link 
comes up in the "Link is Up" message
