Hi,
I rename the thread so that it may be more meaningful...
Please remind us which modem *exactly* you have : I suspect it's a fast
800 E2L or E2T (written at the back), can you confirm ?

Furthermore, the gconf messages are not relevant in /var/log/messages. Do
those messages appear :
97th threshold reached rebooting
SM LOS defect
?

You may give a try to eagle-usb-1.9.8 or perhaps 1.9.9.1, just in case...
it may work better. You can download it from sourceforge :
http://sourceforge.net/project/showfiles.php?group_id=81588&package_id=83540
(do not apply the changes to eagle-usb.conf with those previous versions)
./configure ; make uninstall ; make ; make install ; eagleconfig # to
install (and rename /etc/eagle-usb/eagle-usb.conf after make uninstall if
it's still there...).

Did you ask your ISP to verify your line ? Disconnections can be caused by
aerial lines / bad weather (wind...) so it's better to check.
