But that's not true, all votes should be returned to those who had voted
after the request was fixed.
So, actually, there were much more tracker issues with votes > 0, that were
fixed.
Now these issues have vote number = 0.

I've found 4 fixed requests, that have > 0 votes left, but it was just bug
in tracker, that these votes were not nullified.
