For surrounding blocks of code with control structures, have you tried the "Surround With..."? Ctrl-Alt-T? It has an option to surround a block with just braces, and if you've already typed some control structure above the block, IDEA will put the format the braces correctly (adding the opening brace to the same line as the control structure you typed...)
