Most popups I have used allow for this "rotational" scrolling. It may be
dependent on platform - I currently use mostly Windows, so I don't
remember what happens in Motif or other L&F's. I can tell you for a fact
that that it is standard Windows behavior to scroll past the bottom back
to the top.

Before making a judgement on what is normal and what is abnormal,
perhaps we should consider the fact that normal and abnormal vary
greatly from one L&F to the next. I would like it if IDEA on Windows
worked the way that other Windows applications worked. If this is
abnormal for non-Windows apps, and there is a way to make it
platform-dependent in IDEA, perhaps IDEA could be made smart enough to
determine the appropriate behavior based on the Swing L&F in use.
