I am game to help.  I manage a small IS department, and would love to
have a good system for this.

I use an open-source ASP help-ticket system (http://www.liberum.org/)
that works fine for trouble-tickets, but really isn't up to snuff for
requests or projects, and appears to be circling the drain.

Seems like a good opportunity to learn how an open source project works!
