1. A "VPN" isn't a type of network, it's a type of connection. If your
workplace IT staff supports remote access with VPN software, you
simply need to install that software on your home PC. Once connected
with it, your home PC will be "virtually" connected to the work PC's,
as if you were all on the same LAN at work. Then you simply run
VNC across the VPN connection.

2. Your workplace might be running a web-proxy in between your
workplace PC's and the Internet. If you can find out the connection
details about the proxy, you can use the pre-release version of
EchoVNC to connect even with web-proxies:

ftp://ftp.echogent.com/EchoVNC/EchoVNC_1.40PRE03_Setup.exe

        In the "echoServers" tab, see the "Advanced" options, which
let you specify the web-proxy (if you have one). EchoVNC will try
to auto-detect the proxy, but that's not always a reliable process.
