"Choose theme" (probably will be called "Themes" instead) corresponds to the
current "theme manager".
the difference is that the load/save/export buttons will be moved to the bottom
of the screen and be shown only when working on the theme.
the "Add theme" or "Create theme" button will be moved to the footer too after
clicking on the "Themes" button, but the functionality is the same as today.
There will be a "Close theme" button too at the bottom, to remove the current
theme from the list of themes being worked on (a bit as in Photoshop when you
have several images opened at once)
The "global presets" will be accessible from the top buttons.
The "theme presets" however will be accessible from the footer actions since
they are specific to the theme. The same goes with theme styles.
What disappears is the list of all available themes on each screen which was
difficult to manage..
For the last question I think that the work being done on theme banks should be
done on presets too so that presets can be categorized by look-and-feel too
(galaxy, ...) while keeping the same name. In the "galaxy" look-and-feel you
would find the 3 themes (blogs, dm, sites) and the galaxy presets. But that's
another JIRA ticket.
