Rename and change the sort of the tab "Group management"

Fix For: 5.4.3
Rename "Groups managagement" by "Membership management" ("Gestion des membres")
and display it in first position on the subtabs. Then,just after, display the
"Pending requests".
Finally, add on the "Membership management tab" a little text to help the user:
To add new members to the community, add them in the "Members group". You can
also check the pending automatic subscription request in the "Pending request
tab".
Pour ajouter de nouveaux membres à la communauté, ajoutez les au groupe
"Members group". Vous pouvez également vérifier les demandes d'ajout
automatique en attente dans l'onglet "Pending request".
