Oh, yes I have (checked "my" public library)!  That's exactly what
I mean.  The reality doesn't match the hype!  OUR public libraries
do not allow for "personal email" - and for any OTHER reason, there
are 1) simply too few to be able to use for any length of time,
2) have NO printers, 3) have little of the functionality that even the
most meager home PC's have and 4) one has to STAND using them!  (Does
that tell you to "not linger?!"

This sounds great in theory - but the libraries' public computers are
only to assist the "great unwashed" (just a colloqualism-don't freak)
in becoming somewhat familiar with computers, not really computer-
literate.

If there are libraries (public) who have FREE computer use, there are
somewhere ELSE.  The only access I would know of would be to go to a
place like Kinko's copies, or similar, where they will "rent" you a PC
with all sorts of stuff - PLUS a printer (AND a chair)!  But then, 
here we're back to EXPENSE again!
