The UNA segment is only needed if you are using delimiters other than the norm.
Take a look at http://www.unece.org/trade/untdid/texts/d422_d.htm#p4  and see if
it says what you are looking for.

   "The conditional Service String Advice, UNA, (see Annex B) provides
   the capability to specify the separator and other service characters
   used in the interchange in case they differ from those in clause 5."

If they are using "UNOA" character set... and are using the apostrophe as the
segment terminator... the Plus sign as the element delimiter... the Colon as the
component separator... and the question mark as the release character... then
the UNA segment is not required.
