Steve,

'R' stands for Required and 'S' stands for Situational.  Insurance IGs have
2 transaction layouts, one for the HIPAA implementation standard that is
marked 'Implementation' and another for the X12 standard that is marked
'Standard'.  The 'R' and 'S' usages are from the 'Implementation' layouts.
'R' is basically analogous to the Mandatory usage in the X12 standard.  'S'
is not, however, analogous to Optional in the X12 standard.

'S' means situationaly required.  This depends on the BUSINESS situation at
the sender, i.e. a given segment or element is required, if a specified
business situation exists.  Unlike X12 syntax and semantic rules,
translators cannot check for situational requirements, since they are
dependent on business situations rather than relationships to other segments
and data elements.
