Good day,
The contract delivery terms ( or in UN land the INCOTERMS) should be used to
define whether delivery date or shipment date is used.

We use following logic for our suppliers.
1. International Suppliers
If incoterms is
EXW ( exworks - ie left the factory or warehouse)
FOB ( free on board - ocean tranport - over the rails of the boat)
We use ship date as this is the last date that the supplier can control the
shipment

if incoterms is
DDU ( delivered duty paid - in our country, but in Customs)
DDP ( delivered duty unpaid -  at our stiore with duty paid
We use delivery date as the supplier controls the shipment until the goods
arrive.

2. Local
We use the term
FH - free house with a named place
(The correct INCOTERMS is I think is PDC - Point of delivery.in a common
market with the name placed being the point of delivery.
I have never seen PDC used.
