I don't know what Federal Regulatory Board you are referring to, but the
271 is the "Eligibility, Coverage, or Benefit Information" transaction
set commonly sent in response to a 270 inquiry. It is most often used
for health care eligibility and benefits. Why the Feds would want to
use it for telecom carriers I have no idea, but it is not beyond the
realm of possibility...
