The word "can" is particularly important here.  XML syntax makes absolutely no guarantees of readability.  A straight conversion of EDI to XML could (another important word) use the element IDs as the tags, in which case we might see something like
 
<BGN><353>02</353><127>5551212</127><373>19990101</373><127>BR549</127><768>ZZ</768></BGN>
 
Granted, as he also pointed out, there are few if any agreed-upon standards so there's no saying the above is better or worse or recommended or likely to be used (probably not as shown, but I wanted to provide an extreme case).  At least it's well-formed.  8-)
