It may be publicly available, but ISO standards are in general not free. They are copyrighted and must be purchased from ISO or a member body organization (like ANSI) that sells standards. ANSI will sell ISO/TS 20625 for USD 119 (ISO sells it for CHF 150) ISO supports itself through the sales of standards.
