several passing thoughts :

* use a certification service.  your partner pays for the privilege of  
testing with a third party, at their expense.  they get x number of
chances to pass validation, and then pay to keep testing until they get 
it right.  you don't have to deal with the infirm, and somone
else gets to suffer.
* use 997 in a creative fashion.  if the data really is bad formatted, 
then fail it.  just tighten down your validations.
* send us their names, they sound like a perfect candidate for 
outsourcing or services :)
