Are you sure that YOU have to send it, and not your carrier?

JCP uses the following docs:
# 204 Motor Carrier Load Tender
# 210 Motor Carrier Freight Details and Invoice
# 214 Transportation Carrier Shipment Status Message
which are all sent by the carriers..

I did a Google search with EDI 211 X12
and found a .PDF for Roadway on the 3rd item.

You can always be 100% by checking with Lowes.
