The question is relative. "Real" business-critical reason, or "We printed in
the manual that  you have to jump through this hoop twice" reason? 

I'm sorry to offend, I just think the majority of vendors out there that
have sold to JcP for very long have to notice that it costs 3 times as much
to sell to them as anybody else.

Was anythign wrong with your ASN or the Label, have you submited your
EDI on time, was the data accurate? Was it something they were not able
to identify during your EDI testing?

Would not it be normal for your customer to charge you back for bad or
late documenation? You know, it does cost them money to process your
shipments manually...

Help me out here.

I think JCP has very big, strong and professional EDI team, especially
comparing with other major US dept store retailers.

Whatever. They have as many exceptions and rules as the federal
government. 

They openly state to new vendors at orientation "BECAUSE OF CHARGEBACKS

heard it. They told everyone that.

Do you see when your past clients get fined? I'll bet you have a clause
in
your contract that states your company is not responsible for any
chargebacks or fines incurred for any reason. Most EDI service providers
do

Not to be too contrary here, but I have set up several clients to do EDI
with JCPenney and I found the documentation good and when I
did have a question the telephone assistance was excellent.

That is, your experience is not universal.
