Alice,
You are not insane, and your translator is behaving incorrectly. If
your trading partner is sending you an ISA with a "U" in ISA11 and
"00403" or higher in ISA12, they have messed up. They either need to
send a character that is not in the data in ISA11 (meaning, something
that can be used as a repetition separator), or they need to send you an
ISA of version "00402" or earlier. The first approach is preferred, but
since you don't have repeating data elements in your transaction sets
the latter approach should work OK.
