No, they did not get used to the format, they mistakenly continue to believe
ISA12 "should always be" the first five characters of the
application-version ID (GS08). E.g, when "004010" in GS08, ISA12 MUST equal
"00401" - which is not true.
Amazing after all this time how many people still believe this.
