True enough.

But...

One of the versions of an Omnibus Budget Reconciliation Act before the U.S. 
Congress includes a provision that the Secretary of the HHS shall (not 
"may") issue new regulations concerning the implementation of standard 
transactions pursuant to the 1996 Health Insurance Portability and 
Accountability Act ("The HIPAA"), such regulations to be based on ANSI ASC 
X12 *version 5*.

Why the US Congress would think it has so much as a clue about technical 
standards - especially considering the 'regular' process of posting for 
public comments worked really well when the original regulations were issued 
in 2000 - is a mystery  (Ok, so it's not a mystery ... some lobbyist(s) no 
doubt for some IT company (companies)  'suggested' the text to some Hill 
staffer(s))... but I would not be totally suprised to see some totally 
"innocuous" paragraph inserted in some other 4,000 page bill requiring 
XML-based standard transactions.. perhaps only for the government's own 
Medicare program.. but if you want to talk about 364-kg simians, Medicare is 
definitely that in health care.
