I have dealt with UPS for many years and never ran into this issue. But you should know that UPS has more than one face when it comes to EDI.
You are right, of course, that the N1, while optional, is required if the segments of the N1 loop are going to be sent. It's how the N2 is identified. How else do you know if it refers to the ship-from, ship-to, stopped-at, crashed-near, or other location? I ran into this type of problem just last week when adding a MSG to the header section of an 850 so we could convey shipping instructions. We were forced to insert an "optional" N9 for no other reason than because the MSG was in the N9 loop. Which UPS office are you working with, and with whom are you speaking? If you don't get satisfaction from that person, can you ask to speak with the EDI manager?
