Sounds like B.S. to me.  The 3rd party should be able to do something different 
with the ID that you want to deactivate.

What would happen if you decided to change that ID to something else?

Why are you trying to deactivate the single ID...  Perhaps knowing more would 
give us a better alternative.

If you disable the ID in your system, then 997s will not be sent and ultimately 
your TP should get the message.

If the 3rd party is doing all the work (including 997s), then it's time to look 
for another 3rd party supplier...
