I have read portions of this thread and let me add my two cents worth.
 
Traditionally IT people have not been very good business people, simply because 
1.  IT staff doesn't understand business processses outside of IT and 2. IT 
staff has been poor communicators to the rest of the business community.   
Traditionally we know how to speak in bits, bytes, databases and gigabytes, but 
how well do you know other areas, methodologies, processes?  What does Six 
Sigma, BPM, Business Continuity Planning or other management terms mean to you 
and how are they implemented ?
 
This is going to sound a bit harsh, but your email almost came across as a bit 
whiney.  How much interface/interaction did you have outside of your own team 
with the business leaders within your own company in your previous role before 
this "new" consultant was hired and took over the role?  What degrees or 
education do you have outside of a CS degree??  What value do you, as a leader 
within your group, bring to the department as whole or outside 
your department?  In most cases whomever was in charge of making hiring 
decisions was not aware of your value, your true experience or  you did a poor 
job at conveying it.  What do others in the company (and not your friends or 
coworkers) think about you?

Please help me understand my situation.

I have been a mainframe Cobol and CICS programmer since 1985 and then 
Genran MVS mapper since 1990 and had been a Gentran MVS administrator 
along the way. Now, I am not allowed to manage EDI group but instead 
Sr. Manager hired a contractor who does not know mainframe and Gentran 
at all. I have never been in this situation in which I know a lot more 
(EDI system and process as well as business process) than the person I 
report to. So, my question is:

Is it common practice for a knowledgeable employee to report to a non-
knowledgeable contractor?
