This may be just a poorly-worded post, but it sounds like you are expected
to provide a solution, but you don't know what questions to ask.
If that's the case, the best advice I can offer is you should ask to be
excused from this assignment, as you lack sufficient expertise and asking
any questions at this point will be a waste of both your time and the
client's time.
If I have misunderstood, please re-post with a little more explanation of
the situation.
However, a good starting point wherever you fit into this scenario is always
a 'grid' with document+direction in one axis and partner on the other; plus
some estimate of transaction volumes. It's where I would start.
e.g.,
