As long as the invoice totals are supported by at least 1 SAC segment, we do receive and process invoices without IT1 segments.
We have internal logic to check that the invoice is balanced based on the TDS01 less any taxes matched to the sub-total of all items plus or minus SAC segment charges or allowances. Works fine for us.
