Well, the normal process would be you receive the po, and respond with a PO ack 
855 whether you accept the terms or not.  If you send a negative ack then the 
buyer should respond with an 860 with proposed changes, and you respond with an 
865 accepting the changes.  I've not heard of sending an 855 for every step in 
the internal process of a PO recipient.
