Au contraire, mon amis; the identity of the trading partner is moot.

The force is not to be exerted against that trading partner ("partner" = on 
the same team, no?); any such force is to be exerted against those powers 
that be who (rightly IMO) manage that business relationship, the goal being 
to clearly define that business relationship so that you can support it 
properly!
