.pytool: Add link to wiki How to Build With Stuart page
https://github.com/tianocore/tianocore.github.io/wiki/EDK-II-Code-Formatting#installing-uncrustify
provides no detailed, actionable information on actually installing
uncrustify (IMO), but does link to
https://github.com/tianocore/edk2/tree/master/.pytool#running-ci-locally
, which again provides no detailed actionable information on running CI
locally (IMO).
This commit adds a link from the second document above to
https://github.com/tianocore/tianocore.github.io/wiki/How-to-Build-With-Stuart
, which provides detailed, actionable information on how to install
working, local CI, including working uncrustify.
Hopefully this allows anyone who ends up on either of the linked sections
in the first two docs to fairly easily get to the actionable information
in the third, if they need it.
