Ray,

Real HW platforms like Vlv2* and Quark* should be moved to
edk2-platforms.  Virtual platforms such as Ovmf and EmulatorPkg
should stay in edk2 repo to support validation.

We should enter Tianocore BZ to move the real HW platforms.
