I never tried this, but for testing UEFI on ARM, Olivier pointed us earlier to <http://sourceforge.net/apps/mediawiki/tianocore/index.php?title=BeagleBoardPkg>, in <http://sourceforge.net/mailarchive/message.php?msg_id=28865896>. IOW I *think* you need to care only about x86 in OvmfPkg. UEFI on qemu-system-arm is apparently possible, but it's a separate module in edk2.
