NCTS should be NCTM in my previous post
The NCTM web page, with links to their boxplot (different from the Tukey
boxplot)  is at:

For some reason, the NCTM boxplot extends the whisker to cover all data outside
the box, thus completely gutting the major role of the Tukey boxplot: the
ability to quickly view the number and distribution of outliers and extreme
outliers.
