Uh, that's a mite Anglo-centric, wouldntchasay?

Believe it or not, a Ph.D. does not signify fluency in the English language 
nor is English required to get a Ph.D. in countries where the predominant 
language is not English.

Hard as it may be to accept, there are all sorts of very highly educated 
folks who do not know - nor, perhaps, care to know - the English language.
