Hello Luke, The answer is quite straightforward: setting REGISTRATION_EMAIL_PATTERNS_ALLOWED is used instance-wide and is not supposed to be configured for different sites. Of course you can fix this behaviour, but registration is instance-wide and such fix won't create any actual restriction (since learner may register at any site of your instance and access the particular site with existing account).
