You need to uninstall the glibc-headers package and install the kernel-headers 
package.  Unfortunately
some of the packages need the old headers and others need the new ones.

If you look at the /var/efw-devel/2.5.1/compile.srpmlist file you can see where 
I switch back and forth
to build different packagew.
