but you may want to have a look at struts
http://jakarta.apache.org/struts ,

at least is a start for the web user interface....

4 weeks.....from a standing start with no J2EE experience?  Sounds like a great way
to fail to me.  The learning curve on J2EE (or in fact, any production-quality,
enterprise-class) platform is many times that.

You have a problem on your hands.
