I am having what appears to be the same problem. In my case it was fine, but was reading "brown-out" due to low voltage whenever I would transmit. Turned out I had a bad power cable for the radio. That is now fixed, but the P3 will no longer power up. I do not see anything that looks like a fuse in the system.
