You're looking at the properties of the directory. Not the files in the directory or other directories within the directory. Every object has its own access rights properties. Rights may or may not be inherited from the next level higher object. The Users directory is a system directory. It would be disastrous to rename it. If you look at a file in the directory with the same name as your userid, you will see that it probably is not Read-Only.
