I'm certain you meant VE7KFM, who indeed has a long and sordid history on the air. There are some other equally degenerate individuals on the U.S. side of the border (seemingly equally immune to enforcement) who sometimes pirate his callsign to generate their own malicious interference, though, so it's pretty difficult to reliably attribute anything to anyone.
