Quite true, Phil, but Jim said his holder was all the way in like it shows
in the manual and door still wouldn't close. 

On mine closing the door is tight with the holder in place - especially the
first time. I'm reluctant to suggest a hammer <G>, but a little extra
"oomph" and wiggling to get the ears on the door to slide alongside the
holder made mine snap shut.

The spring under the amp-end of the fuses sort of pushes the fuse ends out a
bit.  I simply squeezed the fuses as I pushed the assembly in place.  It did
resist, but then snapped in place.
