I have checked many of these "wall warts" and unloaded many so called 12v unit output as high as 18v. They seem to be a simple transformer and diode if rated for dc.

One way they can safely be used with a varying load is to charge a battery which then powers the electronics. A battery looks like a big capacitor to such supplies and provides a constant load plus filters out ac ripple. Added plus is the equipment is provided with emergency power for short outages.

I run my 10-MHz station frequency standard (OCXO) with a wall wart charging a Powersonics 17AH battery. Ensures that the OCXO is not frequency modulated by small ripple voltage, plus the OCXO is stabilized since it runs 24/7.
