Well, I just did a test with my K3/KPA500 and it appears that Operate/Standby 
is NOT band dependent.  I did this test.  K3 was tuned to 80 meters and KPA500 
in Standby mode.  I switched to 20 meters and manually placed KPA500 in Operate 
mode.  I then switched back to 80 meters but the KPA500 remained in Operate 
mode, it did not revert to Standby.
