The charger needs to see the quiescent current draw of the battery as it is following it's constant current and constant voltage charge curve.

Having designed Li chargers I can tell you that if deviation from expected current in the CV part of the charge curve will cause the charger logic to error out and abort charging with many charge ICs.  It is best to disconnect the battery from any loads when charging.
