I'm not an expert, but the "Elecraft KIO2 Programmer's Reference" at

says at page 5:
PC (Power Output Level; GET/SET)
Extended SET format: PCnnn; where nnn is 000-150 in 0.1-watt units without the PA, 000-150
watts with.
