I have Vic's UTC clock on my desktop and like it a lot.
Unless Vic fixed it, you should load it into its own folder in the root of
the C drive.  I recall some sort of problem when I loaded it as a folder in
Program Files, but it has been a while and I forget the exact trouble I had.
