Some 'uncertainty' can be expected in the KXAT1 wattmeter indication, but not as much as you report - +/- .2 watts is about what you can normally expect. It does take a little time for the power indication to settle down (the microprocessor is doing a lot of things during TUNE).

I would check the KX1 and the KXAT1 for good solder connections as a first course of action.
