I had the same problem just now on upgrading. The AGC settings that default
when you upgrade from 2.78 to 3.03 cause undesired effects. My AGC DCY was
set to nor and AGC HLD set to 0 after the upgrade. Setting to Soft and 0.3
restored sanity. I don't think the AGC DCY setting makes that much
difference here, it was the HLD setting that had the larger effect.

It is simple to fix but probably needs something in the release notes.

I suspect you had one or two EEPROM locations that were not set 
correctly after the upgrade. There may have been an incompatibility 
between 2.78 and 3.03 that I didn't catch.

If this happens to anyone else when they go to 3.03, I'll dig into it 
further.

BTW, the suggested value for AGC HLD is 0.30 (seconds), not 0.03. But 
feel free to experiment.
