Under Approval, if one candidate is preferred / voted higher / approved more than each of the other candidates, then that candidate will win.
Therefore Approval meets CC.
Approval does not meet CC.

It is entirely possible, in an Approval election, for the candidate who would have received 50% + 1 first place votes to lose depending on where various voters place their approval cutoff.
